The Minnesota Department of Health (MDH)’s Communications Office intends to renew an agreement with Meta Platforms, Inc. (Meta), for up to 12 months to provide promoted ad placement on Facebook and Instagram. Promoted ad placement allows follower interaction with the posts, as well as results measurements from Meta.
Placing a promoted post through Meta helps MDH meet its mission of protecting, maintaining, and improving the health of all Minnesotans. MDH can advertise not just to the Agency’s current audiences on the platform, but to all Minnesotans. Promoted posts on Facebook allows MDH to target the entire state, which furthers its opportunity to reach Minnesotans of all walks of life in both rural and urban areas. MDH must control all paid promoted posts, including their content, from each post’s creation through end of publication.
MDH has determined that placing promoted posts directly with Meta is the only commercially reasonably available service that meets the Agency’s business needs. Since the services on Facebook and Instagram are available only from Meta, not from other third parties, this has been deemed a single source purchase.
