The Minnesota Department of Education (MDE) intends to enter into an agreement with Council of Chief State School Officers (CCSSO) for up to 12 months to provide an annual membership. CCSSO undertakes projects to help each education agency understand, devise and execute policy, and to share best practices and model solutions.
MDE determined that CCSSO is the only commercially reasonably available commodity product. This is deemed a single source purchase because all commissioners or superintendents from each state are part of the CCSSO and no other entity offers this type of membership.
