The Minnesota Department of Transportation (MnDOT ) intends to enter into an agreement with Innocorp Ltd. for up to eight (8) months to provide Fatal Vision Simulation Campaign Kits, Goggles, and Training. MnDOT plans to purchase nine (9) each of the Fatal Vision Marijuana Simulation Experience Campaign kits (with 7 activities) and the Fatal Vision Alcohol Impairment Education Campaign kits (with 6 activities). Purchase will include training in use of the kits delivered by certified Innocorp trainers. MnDOT and State law enforcement staff members will be trained and then use these kits to perform community outreach and education about impaired driving.

MnDOT has determined that Innocorp Ltd. is the only commercially reasonably available commodity product. This is deemed a single source purchase because, while Innocorp does distribute its kits through authorized resellers, the kits are not useful without training for the instructors. Innocorp’s training is not available from other third parties.
