The Department of Veterans Affairs, National Cemetery Administration intends to issue a solicitation entitled, Expand Irrigation System for the Fort Snelling National Cemetery, on or about July 7th, 2023, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at SAM.gov.
The acquisition type for this solicitation will be Invitation for Bid (IFB). This project will be a Firm-Fixed Price Construction contract that will include Davis-Bacon Wages.
CLIN 1: GENERAL CONSTRUCTION: The contractor will provide all labor, material, and equipment necessary to repair and expand the irrigation system. Full (sprinkler-to-sprinkler) and complete coverage of the irrigated areas is required. The actual and spirit of intent of this project outcome is clearly indicated upon the drawing sheets and within the specification documents. The contractor shall, at no additional cost to the Government, make necessary adjustments to sprinkler locations as required to achieve full coverage of irrigated areas. Installation of all work shown on the plans and described in the specifications including but not limited to the following: Removal of existing abandoned surface irrigation equipment located in sections L, M, N, and T, installation of submainline irrigation piping, lateral piping, irrigation components in sections A(1-26), B, B-2, C(1-26), D,E, F, F1, F2, G, H, I, J, K, L, M, N, O, P, R, and T, installation of pump house control components for both north and south pump houses, and documentation and correction of deficiencies for existing irrigation controllers.

BID OPTION #1-A: Installation of irrigation components around south flag pole area as shown on plan sheets LI-201 and LI-301 and designated as option 1-A

BID OPTION #1-B: Installation of irrigation components around the maintenance building as shown on plan sheets LI-205, LI-206, LI-305 and LI-306 designated as Option 1-B.

The contractor will have two hundred and forty (270) calendar days to complete the work from the date of the Notice to Proceed (NTP).

The disclosure of magnitude for this project is between $1,000,000 and $5,000,000.

The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $39.5 Million. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. You must register at the SAM.gov website for the solicitation in order to receive e-mail notifications of amendments. Amendments to this solicitation will not be mailed but will be posted at the website. Offerors are responsible for obtaining solicitation from Contract Opportunities and acknowledging all amendments to this solicitation.
