NOTICE OF INTENT TO SOLE SOURCE
This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of an open market sole source award under FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901.
The Minneapolis VA Healthcare System (MVHCS), One Veterans Drive, Minneapolis, MN, 55417 intends to acquire one (1) FTE Storz Protection 1 Certified Onsite ENDOSCOPIC SPECIALIST (OES) Service. The Storz Protection 1 system was previously procured by MVAHCS from Storz and installed at the MVHCS by Storz. Utilization of a STORZ trained Endoscopic Specialist is being utilized to retain equipment warranty. Operation by any other Endoscopic Specialist will invalidate the warranty.
The contract will be for Base Year plus four (4) Option Years (December 1, 2022 November 30, 2027).
Only One Responsible Source The Storz Protection 1 Endoscopic systems are highly specialized pieces of equipment requiring certified Onsite ENDOSCOPIC SPECIALIST (OES) services. Damage to equipment would impact patient care and result in a substantial cost to equipment repairs. The Storz Protection 1 Endoscopic system is essential to the MVAHCS operation, thereby precluding operation by another entity.
The proposed award is to KARL STORZ Endoscopy-America Inc, 2151 E Grand Ave, El Segundo CA 90245, under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. Only the Original Equipment Manufacturer (OEM) is capable of providing the required service at the level and requirement of the MVHCS.
The North American Industry Classification System (NAICS) code for this service is 621111- Offices of Physicians (except Mental Health Specialists). Product Service Code (PSC) is Q505 Offices of Physicians (except Mental Health Specialists).
While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, which shall be considered by the agency, by emailing such statement and supporting documentation by 3:00 PM Central Time (CT), 11/18/2022 to Michael Cotton, Contract Specialist, at michael.cotton@va.gov.
