(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.
(iv) This procurement is set aside for Small Businesses. The NAICS code is 115310 and the Small Business Size Standard is $11.5M.

(vii) Description of Requirement
The Indefinite Delivery Indefinite Quantity (IDIQ) is up to a 5 year contract(s) for Site Preparation services for the US Forest Service within the Chippewa National Forest. Site Preparation services will be performed in accordance with the attached Statement of Work. Summaries of the types of site preparation work are below. Once IDIQ(s) are established, specific projects will be identified by the Government and solicited only to IDIQ holders and individual orders will be awarded within those vendors. See the Task Order – Request for Quote (RFQ) Procedure section (last page) for information on how orders will be issued. This solicitation includes 2 initial projects (seed projects for initial orders) that are intended to be awarded right after IDIQ award. Applicable Federal
Wage Determinations will be included in each order.
Specific dates (periods of performance) will be determined for each resulting order.
Types of Site Prep: Site preparation in the form of disk trenching, roller chopping, hydroaxing, harrow disking, Chippewa harrowing, bracke, winter shearing and piling, and rake blade and piling on the Chippewa National Forest
• Disk trenching (mechanical site preparation for forming trenches for the purposes of planting seedlings).
• Hydroaxing (mechanical site preparation for vegetation removal to encourage favorable regeneration).
• Chippewa Harrowing (mechanical site preparation for soil scarification for artificial and natural seeding and for planting.)
• Harrow Disking (mechanical site preparation for soil scarification for artificial and natural seeding and for planting.)
• Roller Chopping (mechanical site preparation for soil scarification to encourage favorable regeneration).
• Bracke (Scalping competitive vegetation to ‘clean’ site for planting seedlings).
• Rake Blading and Piling (mechanical site preparation to clear slash from a site for favorable planting conditions)
• Winter Shearing and Piling (mechanical site preparation to clear unwanted vegetation).
