Description:

GSA is hosting an Industry Day in Minneapolis, for construction industry professionals who are interested in the International Falls Land Port of Entry (LPOE) project. The anticipated project is a new land port of entry on the northern border in Minnesota. The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. The Department of Homeland Security (DHS) - Customs and Border Protection (CBP) is the current tenant.

The intended delivery method is Construction Manager as Constructor (CMc) which will include a firm-fixed price Design Phase and a Guaranteed Maximum Price (GMP) Construction Phase Option. The CMc scope of work includes all labor and materials required to provide design phase and construction phase services for the International Falls Land Port of Entry project. The services requested of the CMc shall cover a wide range of design and construction activities. The CMc shall be a member of the project development team during design, construction and turnover/closeout stages. The CMc selected for this project shall work in alignment with the GSA and GSA’s selected team, including the Architect and Engineer (A/E) firm, Snow Kreilich Architects (SKA) and the Construction Manager as Agent (CMa) Jacobs Technology, Inc. (Jacobs). The services requested of the CMc will be limited during the design stage, but will cover a wide range of activities during construction and turnover/closeout stages, such as constructability reviews, cost estimating, work phasing reviews, scheduling and general construction services. The CMc is at risk and is responsible for the administration of the construction stage and involvement in both project development and closeout stages.

The Industry Day seeks to facilitate the following:




  • Provide an overview of this project; typical topics covered during pre-proposal conferences will be addressed such as:

    • Project Team Introductions

    • Project scope

    • Discuss known challenges and constraints of the project and site

    • Project Impacts from the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA), both Federal Programs controlled by Congress.

    • Upcoming Solicitation Logistics

      • Delivery Method

      • Evaluation Factors

      • Submission Requirements



    • Allow for any questions and general discussion regarding project requirements, challenges, and opportunities (which may be incorporated into the solicitation or after issuance of the solicitation as RFIs).





Time will be provided at the end of the presentation/agenda for a networking session. This Industry Day seeks to provide an opportunity for interested Prime contractors and interested Subcontractors to network in advance of the issuance of the Request for Proposal. GSA will not be providing any materials other than blank name tags, and there is no expectation for firms to bring any materials to set up.

While we are not currently restricting the number of attendees, we do request that you limit participation from your firm to no more than 4 participants.

This will be an excellent opportunity for contractors with NAICS code 236220 and similar construction experience to learn more about this upcoming project and the acquisition strategy. This event is open to all contractors. This announcement is not a request for proposal. GSA will not assume responsibility for costs incurred by attendees for their travel expenses for this marketing and outreach event.
