Description

The U.S. Army Corps of Engineers - St. Paul District seeks a contractor to provide a comprehensive Employee Assistance Program (EAP) to approximately 600 civilian employees and their family members. Approximately half of these employees are located in downtown St. Paul, MN. About 50 employees are located elsewhere in the Minneapolis-St. Paul Metropolitan Area. The remainder of the Corps’ employees are located at field sites in Minnesota, Wisconsin, Illinois, Iowa, Missouri, and North Dakota. The objective of the EAP is to enhance employee productivity, positive job performance, and retention by providing professional counseling services to assist employees in addressing personal concerns.



Each St. Paul District employee or family member may request services, at no personal cost.. These services include: Diagnostic services, Short‑term counseling, and Referral services, plus case monitoring and follow-up services. Services may be requested for social, economic, vocational, or other personal concerns, including but not necessarily limited to: drug and alcohol dependency, marital and relationship problems, legal and financial problems, health problems, sexual harassment/assault response, parental and elder care issues, stress management, identification of suicidal thoughts/tendencies, and emotional/psychological/behavioral problems.



Services that the Contractor will provide include (but are not limited to):




  • Counseling (face-to-face shall be the standard, unless telehealth services are requested, or the distance to the employee/family member is unreasonable. Counseling services include:

  • Diagnostic services

  • Short term counseling

  • Referral services

  • Consultation with and assistance to supervisors and managerment for addressing employees' performance and conduct problems

  • Counseling and information available to address post-deployment issues of employees returning from assignment to locations of overseas conflicts (to include Post Traumatic Stress Disorder; PTSD)

  • Consultation with, and assistance to, supervisors and management about appropriate strategies for addressing employees’ performance or conduct problems to include conflict resolution, effective communication, team building and effective confrontation skills

  • Training sessions for supervisors on: available services the EAP can provide to employees; procedures for supervisory referral of employees to the EAP; and skills and techniques in managing employees with social, economic, vocational, or other personal concerns, to include identifying warning signs that may suggest employee problems, and strategies to facilitate management or resolution of those concerns.

  • Diagnostic services, short-term counseling, and referral for treatment and education in accordance with the Corps of Engineers drug testing program (Engineer Pamphlet 600-1-3 or subsequent published guidance)

  • Seminars on wellness topics, including, but not limited to, physical and behavioral health. Contractor shall quote a per session rate for two seminars on different topics, at least one hour in length, per year at the St. Paul District Office or the Corps facility in Fountain City WI.

  • Traumatic incident response. At the request of the contracting officer or the District EAP coordinator, the contractor will provide services in response to traumatic events including, as needed, individual counseling, group briefings and other support.

  • Mediation services in any location specified by the agency for the purpose of resolving employee complaints, improving working relationships, or assisting with other employment matters by a mediator qualified to assist in such matters.

  • A comprehensive website maintained by the contractor that provides information, resources, self-assessments and training on a variety of topics, including but not necessarily limited to: drug and alcohol dependency, marital and relationship problems, legal and financial problems, health problems, parental and elder care issues, stress management, and emotional/psychological/behavioral problems. The website will provide online training on how to find and use EAP services, both online and in person.

This solicitation is 100% set-aside for Small Businesses under NAICS 624190 with an SBA Size Standard of $12,000,000.
