Description

THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. The purpose of the synopsis is to gain knowledge of potential qualified sources and their business size classification relative to NAICS: 325120 – Industrial Gas Manufacturing. (Size Standard: 1,000 Employees). Responses to this synopsis will be utilized by the Government to determine the appropriate procurement methodology. After review of the responses to this sources sought synopsis, an RFQ may be published on Contracting Opportunities at www.sam.gov. Responses to this sources sought synopsis shall not be considered a response to a solicitation. All interested offerors will respond as an interested party to this sources sought.





The 133RD Minnesota Air National Guard must purchase liquid aviator’s breathing oxygen (LOX) per the detailed requirement below. The Minnesota Air National Guard is therefore conducting market research to identify any LOX authorized sellers.






  1. Detailed Requirements: Liquid Aviator’s Breathing Oxygen (LOX)

    1. Product Delivery: Product shall be delivered within 7 calendar days after receipt of an order from the appointed Delivery Scheduler.

      1. Deliveries made to 606 Militia Drive, St. Paul, MN 55111.

      2. Monday - Friday / 0700-1400 Driver must enter through main gate on Hiawatha Ave. to be escorted. 1-2000gl tank @ 30psig & 1-400gl tank @30psig.

      3. Method of Measurement: Method of measurement shall be by truck mounted calibrated flow meter. Quantity of 1,000 -70,000 Gallons



    2. Inspection and Acceptance: ABO Supplier/Production site must be able to pull a representative product specimen of oxygen once every 60 calendar days using the proper cryogenic sampler IAW MIL-PRF-27210J (attached) and submit the sampler to PTPLA IAW MIL-PFR-27210, Table VI for the duration of the contract.

      1. Results of the 60-day sample will be forwarded to an email address that will be provided.

      2. A certificate of analysis is required upon delivery and must meet standards set IAW MIL-PRF-27210J.



    3. Tank Over-Pressure Protection: If it is determined during supplier site visits or upon review of Customer tank technical information, that additional tank over-pressure protection is required to comply with CGA P-59, Prevention of Over-Pressure during Filling of Cryogenic Vessels, the Contractor shall identify the deficiency to the designated Customer representative(s) for implementation of corrective action. The Contractor may be requested to provide and install the additional tank protection, which may encompass any of the methods identified in the P-59. NOTE: Over-pressure protection devices shall not be installed on Customer-owned storage tanks without prior coordination with the 133rd Contracting officer and the activity that physically possesses the tank(s).

    4. Tank Hot Fill: Occasionally, the Contractor may be required to perform a “Hot Fill” in order to cool-down and refill any tank that has gone empty and is warm.







In response to this sources sought, interested parties are asked to provide detail on how they might meet the requirements above.





Additionally, please provide answers to the following:





1. Estimated amount per gallon and any delivery or other fees. MN Air Guard is tax exempt.





2. Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), 8(a), Large Business, etc.)?





3. Is your company considered small under the NAICS 325120 – Industrial Gas Manufacturing, Size Standard: 1,000 Employees?





4. Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above?





5. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available).





6. Are you registered in SAM (https://sam.gov/)? This registration is a requirement to quote on any potential future Government solicitation.





7. Please provide feedback or suggestions.





8. Please provide your CAGE code and/or UEI number.





Responses to this notice shall be e-mailed to the attention of: Maj Ann Feist at ann.feist.1@us.af.mil. Please submit your response to the Government no later than 4:00 PM (CST) on 19 January 2023. This notice is to assist in determining the availability of capable sources via the commercial industry only. A solicitation is not currently available. If a solicitation is issued, it will be announced later and all interested parties shall respond to that solicitation announcement separately from this sources sought.
