The U.S. Army Corps of Engineers, Detroit District intends to issue an Invitation for Bid to award a single firm fixed price construction contract for the Duluth Vessel Yard Repair Project. The solicitation will be issued under W911XK24B0003.
The city of Duluth has a requirement to perform necessary marine infrastructure repairs at the Duluth Vessel Yard. Work under this contract primarily consists of encasing the existing south pier and slip headwall structures with steel sheeting and piling. In the base bid, approximately 415 linear feet (LF) of the south pier and 185 LF of the east slip headwall will be encased with a PZC-17 steel sheet pile (SSP) and W14x72 driven wide flange (WF) pile cantilevered combination wall offset one to two feet from the existing timber crib and concrete cap structure. Work on the south pier and east headwall structures will include demolition of the existing concrete cap and mooring bollards and installation of new riprap and aggregate fill, 10-ton and 50-ton bollards, timber fendering, and new concrete cap and surfacing. The bollard foundations will consist of approximately 30-feet to 40-feet long vertical and battered helical anchors anchored in the concrete cap. Site lighting, storm drainage, and shore power improvements will also be required on the south pier.
Additional option work under this contract will be the installation of concrete paving of the northeast corner of the site and of portions of the south pier structure.
The following information is provided:
- In accordance with DFARS 236.204 the magnitude of construction is between $10 million and $25 million.
- The project will be solicited as unrestricted, full and open competition.
- North American Industrial Classification System (NAICS) is 237990 Other Heavy and Civil Engineering Construction. The size standard for this NAICS is $45 million.
- Solicitation will be posted in the month of December.
The solicitation package materials, documents, drawings, specifications, and attachments will be available only electronically via https://piee.eb.mil/xhtml/unauth/home/login.xhtml and www.sam.gov. Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation.
