Description
The Minneapolis VAMC requires Custom Printed Pens & Paper Pads in accordance with the Statement of Work listed below.
This is a sources sought looking for a businesses to provide custom printed pens & paper pads for market research purposes. No awards of a contract will be made from this announcement.
Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.
Identify if your organization is the manufacturer of the required supplies. If you are not the manufacturer, identify the manufacturer of the supplies that you will provide.Â

2. Please identify any of your firm s existing contract vehicles (e.g., GSA federal supply schedules) which provide similar services as those described in the Statement of Work (attached).
3. Please provide all social-economic categories of your firm (e.g., SDVOSB, VOSB, WOSB, Large Business, 8a, etc.) as well as your firm s SAM Unique Entity ID number (replaces DUNS number) and Government Contract POC.

STATEMENT OF WORK

1. INTRODUCTION/BACKGROUND:

We are contracting to produce branded pens and post-it style notepads for the Exposure to Suicide Among Post 9/11 Veterans: Prevalence, Correlates and Treatment Needs (SeRV; PI: Nina Sayer) study.

The pens and notepads will be included in recruitment letters sent to Veteran respondents. Recruitment will begin in March 2023, and pens and notepads are needed for recruitment. The timeline is highly important.

2. OBJECTIVE:

Obtain branded pens and notepads for the SeRV study.

The pens shall be branded with the Veterans Crisis Line (988) logo and the pens shall be branded with the SeRV study logo.

3. MAJOR REQUIREMENTS:

In order for the Contractor to accomplish the work under this task order/purchase order, it shall be necessary for the Contractor to complete the following tasks with the specific details listed below:

For paper pads:
Size: 3 x 3
Color: White
Number of sheets per pad: 50 sheets/pad
Style: Sticky note style
Total number required: 25,000
Additional requirements: Must include the SeRV study logo in full color (see Figure 1)
For pens:
Type of pen: Dart-style, ballpoint pen (the pen must be in this stype to maintain consistency with materials already purchased for piloting and feedback with Veterans)
Ink color: Black
Total number required: 25,000
Color of pen: White pen with black brand logo for the Veterans Crisis Line (see Figure 1)
Timeline requirements: Needed for study recruitment (recruitment is starting on 4/17/2023)

Ship the branded pens and notepads to the SeRV study Point of Contact at the Minneapolis VA Health Care System.

Samples/templates/mockups shall be sent via email prior to completing the required number of items for approval.

The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the contract between the Government and the Contractor s employees.

4. GOVERNMENT FURNISHED INFORMATION OR MATERIAL:

5. MEETINGS AND REVIEWS:

Products will be reviewed for quality and accuracy upon receipt.
6. TRAVEL REQUIREMENTS:

Not applicable.

No Government personnel, other than the Contracting Officer, have the authority to change or alter these requirements. The COR shall clarify technical points or supply relevant technical information, but no requirements in this scope of work may be altered as a sole result of such verbal clarification.

8. REPORTS/DELIVERABLES:

Contractor needs to be able to produce up to 25,000 branded pens and 25,000 sticky notepads.

The SeRV study team will initiate orders for portions of the total order of branded pens and notepads during the 12 months following the finalization of this contract.
9. PERIOD OF SERVICE:

Work shall be performed within 12 months of the date of award of the order.

10. CONTRACTOR QUALIFICATIONS:

Production and shipping of the required products within the required timeframe is highly important.

11. SECURITY/NATIONAL AGENCY CHECK REQUIREMENTS:

C&A requirements do not apply; a Security Accreditation Package is not required.
