O lmsted County is soliciting Request for Proposals (RFP) from experienced, qualified steam turbine service firms for the purposes of performing an overhaul on Turbine Generator #3 at the Rochester, MN Waste-to-Energy Facility (OWEF).
We have determined that soliciting a low bid is not the best procurement method for highly technical turbine work. We want to ensure that the owner understands what they are getting and the contractor is able to utilize their expertise in this work. We are now requesting proposals from the firms that showed interest.
