Project Overview
The Washington County Office of Administration is issuing this request for proposal (RFP) to provide a feasibility study and research for the potential of a new Land and Water Legacy Bond referendum that would extend the programs current efforts. The review and analysis of related historical precedent is critical to understand the political atmosphere which this referendum is entering. The county is seeking direction on the cultivation of this information, and the related development of referendum language which will engage and accurately inform voters on the measure. Pending the recommendations of this process, the county intends for this referendum to be included on a 2024 Ballot in the Primary or General Election. Ballot language will need to be finalized and shared with the County’s Property Records and Taxpayer Services no less than 75 days prior to the election.

In the event that the submitted proposals are unacceptable, the county reserves the right to reject any and all proposals. Late submittals will not be considered.
