Project Overview
Washington County has exceeded the lifespan of its most recent 2013-2020 Strategic Plan and is looking for a fresh, sophisticated approach to strategic planning that understands the breadth and varying degrees of complexity of county services; is reflective of internal and external trends and cultural shifts that impact the workplace and service delivery; and develops strategic priorities, actions, and evaluation metrics that stakeholders will find useful to guide their annual work plans. More than a discreet list of actions organized by department, the strategic priorities that emerge through this process should cut across departments and organize the County around interdisciplinary initiatives. Please note: the County has made Diversity, Equity, and Inclusion (DEI) a priority, and as such DEI objectives should be integrated into the final strategic priorities.
The strategic planning process is as important as the final document, and the buy-in and support from county employees, leadership, and the County Board is of paramount importance. Therefore, the strategic planning process must be rooted in widespread engagement of stakeholders throughout the county organization. Washington County will also use this opportunity to revisit its countywide Vision, Mission, Goals, and Values during the strategic planning process.
The scope of this project will include project management, extensive stakeholder engagement, and all elements necessary to develop a countywide strategic plan.

by 4:00 PM CST on March 17, 2023. A copy of all written questions submitted, with responses, will be posted on the County website as an addendum to the RFP no later than 4:00 PM on March 22, 2023.

In the event that the submitted proposals are unacceptable, the county reserves the right to reject any and all proposals. Late submittals will not be considered.
