    This is a single source posting notification; there are no solicitation documents for download. Note this posting is not a Request for Bid (RFB) or Request for Proposal (RFP). Minnesota Bureau of Criminal Apprehension Agency intends to begin service support agreement with Waters.

    The FlexCHOICE service plan is fully comprehensive including (1) preventative maintenance visit up to one year of coverage. This plan covers the BCA Toxicology Section’s Waters liquid chromatography tandem mass spectrometry (Acquity-TQD) system .

    The required service has been deemed a sole source purchase because Minnesota BCA Forensic Science Service is accredited by the American National Standards Institute (ANSI) National Accreditation Board (ANAB). The accreditation standards require the BCA to have procedures for maintenance of equipment in order to ensure proper functioning and prevention of contamination or deterioration and to maintain optimum performance. Specifically, a requirement that preventative maintenance on the Acquity-TQD be performed by Waters service personnel is found in the Toxicology Instrument Maintenance procedure.
