    The Minnesota State Patrol ("MSP"), a division of the Minnesota Department of Public Safety ("DPS"), intends to secure registration to attend DRE certification training during June and July 2023 from the Pennsylvania DUI Association. This DRE certification is not allowed in Minnesota and must be completed out of state.


    DPS-MSP has determined that registration through the Pennsylvania DUI Association is the only reasonably available process for this certification requirement. This procurement is deemed a single source purchase because DRE Certification training is only available at four locations across the United States (Philadelphia, PA; Phoenix, AZ; Sacramento, CA; and Jacksonville, FL). This location has been approved by the International Association of Chiefs of Police ("IACP") as well as the Chief of the Minnesota State Patrol. The other three locations are unavailable to assist with training at this time, or are significantly delayed relative to MSP's ability to attend. IACP standards for the DEC Program state that certification training must be completed within one year for the classroom portion of the training.
