The Minnesota Department of Commerce (Commerce) intends to renew an agreement for up to twelve (12) months to utilize S&P’S Capital IQ Pro database services. These services are required to provide necessary data to analyze financial matters involving Minnesota utilities. Further, Commerce uses the data provided from Capital IQ Pro to determine reasonable rates of return for Minnesota electric and gas utilities in testimony in administrative evidentiary hearings. Ultimately, Commerce uses this data to set reasonable charge rates for the utilities’ customers.
Commerce has determined that S&P Capital IQ Pro is the only commercially available product that provides the necessary data to meet the agency’s business needs. S&P Global Market Intelligence is the sole provider of this service, and it is not available from other third parties. For these reasons, Commerce has deemed this to be a single source purchase.
