The Department of Minnesota IT Services (MNIT), partnering with the Department of Public Safety (DPS), intend to enter into an agreement with Porter Lee Corporation to purchase a block of services hours (10) for Representational State Transfer (REST), Application programming interface (API), project management, programming, configuration, and testing.

The Rest API interface is a one-time purchase for the integration with the UPS system. It is not a recurring cost. This is for an application/service DPS already has in place which is integrated with our Laboratory Information Management System (LIMS). Porter Lee Corporation (PLC) is the vendor for the LIMS. PLC provides the applications/service which integrate with UPS. This provides the BCA Lab with shipping and tracking of packages via UPS. UPS is changing how that interface (the API) operates so we need to update the programming/applications/services for that process. Porter Lee Corporation retains exclusive ownership, copy rights, trademark of their proprietary. State believes these services are not available through third-party entities deeming this a sole source purchase.
