Minnesotans speak over 300 home languages. Yet, there are limited pathways to teacher licensure in many of the most commonly spoken languages, such as Somali, Hmong, and Karen. The 2023 state legislature directed the Professional Educator Licensing and Standards Board (“PELSB” or “Board”) with implementing an expedited licensure pathway program dedicated to heritage language and culture educators.
Therefore, the Professional Educator Licensing and Standards Board requests proposals from qualified responders to implement a program to support initial and additional licensure for heritage language and culture teachers. The program must include:
(1) a yearlong mentorship program;
(2) monthly meetings where educators receive guidance on completing the portfolio process from a portfolio liaison, dedicated specifically to facilitating this program; and
(3) a portfolio review committee established by the Board.
