The Department of Information Technology Services, partnering with Minnesota Department of Transportation (MnDOT), intends to renew an existing agreement with Element Technologies, LLC (Element), for annual maintenance and support for the OpenText Enterprise Document Management software. MnDOT uses the software as its e lectronic document management system .

The OpenText Enterprise Document Management software is comprised of a bundle of software items from both Element and OpenText. The Element software item is proprietary and not available from a third-party vendor. This specific Element software item is necessary to meet MnDOT’s business needs. Element has created the custom bundle and is unable to split the Element software item from the bundle. Accordingly, the Department of Information Technology Services, partnering with MnDOT, has determined that this to be a single source purchase.
