The Minnesota Department of Agriculture (MDA) intends to purchase a Thermo Fisher Scientific Inductively Coupled Plasma (ICAP) Mass Spectrometry RQ (C2) instrument with IMR and additional components. This instrument will be used by MDA to detect the presence of toxic metals in water, animal feed, and human food. The MDA carries out this analysis in accordance with standard methods and in order to meet specific quality assurance requirements to provide analytical results to its customers or the lab for regulatory enforcement. In addition to this, the MDA uses the results for monitoring and surveillance.
MDA has determined that the ICAP Mass Spectrometry RQ instrument from Fisher Scientific is the only commercially and reasonably available instrument to meet the agency’s business needs. MDA currently utilizes an ICAP Mass Spectrometry RQ instrument from Fisher Scientific. In order to meet quality assurance requirements, comply with customer turnaround times, and maximize the efficient use of the MDA’s resources, the MDA must have instruments that may be used interchangeably. This is only possible if the two instruments are the same model from the same manufacturer. In addition, Thermo Fisher Scientific equipment is solely manufactured and serviced by Thermo Electron North America LLC and is not available from other third parties. For these reasons, the MDA has deemed this to be a single source purchase.
