The Minnesota Department of Education (MDE) intends to renew an agreement with TransACT Communications LLC for up to 12 months for an annual license for TransACT Parent Notices.

This license will provide MDE with access to parent notification software that is required under The Every Student Succeeds Act (ESSA). This software enables MDE to use an online compliance and communication center to provide the required state and federal documentation to evidence parent notification and consultation in languages that parents understand.

MDE has determined that this is a single source because the renewal will allow MDE to continue to make proprietary, customized documentation that is designed to reflect the applicable state and federal law. Accordingly, MDE determined that TransACT Parent Notices is the only commercially reasonably available commodity product. In addition to this, TransACT is the only provider of the software that MDE identified as compatible with the Minnesota English Learner Program and federal requirements.
