Minnesota Electric Vehicle Infrastructure Plan Site Feasibility and Selection

Brief description: The National Electric Vehicle Infrastructure (NEVI) Formula Program was authorized under the Bipartisan Infrastructure Law, that was signed on November 15, 2021. The $5 billion NEVI Formula Program will provide dedicated funding to States to strategically deploy EV charging infrastructure and establish an interconnected network to facilitate data collection, access, and reliability. Initially, funding under this program is directed toward installing fast chargers along federally-designated Alternative Fuel Corridors (AFCs), particularly along the Interstate Highway System.
The current federal appropriation for this program in Minnesota is approximately $68M total over federal fiscal years 2022-2026 and requires a 20% non-federal match to receive the funds. States were required to submit a plan to the Joint Office of Energy and Transportation to be eligible for these funds. The Minnesota Department of Transportation (MnDOT) submitted the Minnesota Electric Vehicle Infrastructure Plan (“the plan”) on July 29, 2022, and it was approved by the Joint Office as of September 14, 2022. The state of Minnesota is now eligible to use federal NEVI Formula Program funds.
MnDOT must use the first year of NEVI formula funds to install fast chargers by Fall 2024. The Minnesota Electric Vehicle Infrastructure Plan identifies 56 potential exits along I-94 and I-35 where fast chargers could be installed with NEVI formula funds. MnDOT is seeking a consultant to conduct site feasibility analysis within one mile of the potential exits and manage a competitive selection process to help MnDOT select vendors to install NEVI-compliant fast chargers at 16 sites.
