Lump Sum Design-Build Services for a new district chilled water connection to the Thompson Center, located on the east bank of the Twin Cities campus . Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements.

Question
Can we confirm that the underground HPDE and inside piping is going to be 4"?
Answer This pipe size will be confirmed by whatever designer is brought on board by the contractor. The University provided an estimated pipe size based on differential pressure and expected loads, but will require a registered engineer to formally determine the appropriate line size.

Are there liquidated damages? Section 1.5 of the Word doc states substantial completion by 7/30/24. This shouldn’t be an issue as lead times are about 4-6 weeks depending on the manufacturer.
Answer No. However, the selected Respondent my negatively impact their future potential with the University if the proposed Substantial Completion date is not met due to their own performance.

Will the HDPE underground piping be DR 9, 11, or 17?
Answer DR 13.5 or better

Question
Can the crew park in the Thompson center parking lot on the south side of building or the one on the north side? Or do they need to pay for street parking?
Answer No contractor / crew parking at the site (plan to park on the streets as permissible or pay lots).

Question
Can we park a frac storage tank in the parking lot on the north side of Thompson building and when we pump out and save the glycol can we store it in there until we need to put back in?
Answer We can find a location around the Thompson Center to temporarily store a tank truck. The glycol will not be added back into the existing Thompson center chilled water lines. The glycol will be captured by the contractor and stored by the University for future use.

Are add/alt chilled water control valves modulating? (Could also be 2-way)
Answer The control valves shall be pressure independent modulating control valves.

Please confirm any brand pressure independent control valves are acceptable besides the Belimo EPIV specifically mentioned in the walkthrough.
Answer The control valves shall be pressure independent modulating control valves, Belimo is an acceptable manufacturer (so long as the valve is NOT an EPIV, true pressure independent - Delta P or Belimo PICCV are preferred) or a University approved alternate is allowed.

Please clarify who is responsible for draining and storing/transporting existing glycol/water mix?
Answer Design / Build team will capture the existing glycol and turn over to Owner / FM (location as identified by FM on Campus) for storage

Are new add/alt chilled water coils to have 3-way valves?
Answer The University will internally support commissioning of all controls sequences related to the building metering (BTU computer, flow meter, and RTDs) and the air handler control valves.

Is a minimum flow bypass required at the chilled water pumps?
Answer No, a minimum flow bypass with an orifice is required at the building connection the district loop, upstream of the building isolation valves, but no minimum flow bypass is required for the pumps.
